Offshore wind technology has made rapid advancements and the cost of power from offshore wind has dropped dramatically. In response to these decreased costs, coastal states up and down the East Coast have begun purchasing offshore wind power with one notable exception: the state of Delaware. In this report, the Special Initiative on Offshore Wind (SIOW) projects the cost of electricity from offshore wind and finds that cost to be competitive with traditional power sources. The SIOW further provides tailored guidance and options for Delaware if it decides to initiate an offshore wind procurement process to capitalize on the rapidly growing offshore wind industry.
