This study was conducted for the New York State Energy Research and Development Authority (NYSERDA), offering a roadmap of key strategic steps New York State could take to reduce the cost of offshore wind power. This report and associated advising by SOIW was credited by the Chair of the New York Public Service Commission as the primary stimulus and guidance for NY’s policies on offshore wind, resulting in the 2019 New York law requiring 9 GW of offshore wind through 2035.
